    1. Case Summary and Background

    As technology continues to advance rapidly, artificial intelligence (AI) has brought greater convenience to everyday life. At the same time, however, it has also become a new tool for criminal organizations.

    Recently, Taiwan’s Criminal Investigation Bureau uncovered a major romance scam involving the use of AI-generated realistic female voices.

    According to the investigation, the fraud organization had operated since 2019, establishing telecommunications and money-processing operations in Taipei and placing advertisements on major dating platforms to identify potential victims.

    ➡︎ Unlike traditional romance scams based primarily on text messages, the group reportedly recruited female promotional staff to record voice samples and then used AI technology to generate realistic female voices.Once a victim became interested, members responsible for online conversations would follow prepared scripts and use AI-generated voices to develop romantic relationships with the victims and gain their trust.

    The group would then arrange for female staff members or livestreamers to meet victims in person.

    Victims were allegedly persuaded to use fraudulent websites designated by the group to purchase expensive household appliances, gold, mobile phones, beauty products, or skincare packages.

    ➡︎ The victims believed they were purchasing gifts for the women with whom they had developed relationships. In reality, the products were reportedly turned over to the fraud organization and resold for cash.

    More notably, the group allegedly hired engineers to develop an AI automated chat system capable of automatically posting and responding to messages on social media.

    The apparent goal was to reduce operating costs and eventually replace human chat operators altogether.

    Following multiple search operations, investigators brought in dozens of suspects, including alleged organizers, female staff members, cooperating businesses, and AI engineers.

    Authorities preliminarily estimated that the organization had generated several million New Taiwan dollars in illegal proceeds over approximately seven years.

    2. Legal Analysis

     1. Aggravated Fraud

    Members of the organization—including alleged organizers, chat operators, and women who met victims in person—reportedly used fabricated romantic relationships and fraudulent websites to cause victims to mistakenly hand over money or property.

    Such conduct may constitute fraud under Taiwan’s Criminal Code.

    Where the offense is committed jointly by three or more persons or involves the use of the internet or other communication tools to disseminate fraudulent information to the public, Article 339-4 of the Criminal Code may apply.

    Aggravated fraud under Article 339-4 is punishable by imprisonment for one to seven years and may also carry a fine of up to NT$1 million.

     2. Money Laundering

    The organization also allegedly established a money-processing operation to handle fraud proceeds.

    By converting fraud proceeds into expensive goods and then reselling those goods for cash, the group may have attempted to conceal or disguise the source, movement, or disposition of criminal proceeds.

    Such conduct may give rise to criminal liability under Taiwan’s Money Laundering Control Act.

    Members who knowingly participated in the handling or concealment of criminal proceeds may therefore face additional criminal liability for money laundering.

     3. Potential Criminal Liability of AI Engineers

    An important issue in this case concerns the engineers allegedly hired to develop the AI chat system.

    If an engineer knew that the system was specifically being developed for use by a fraud organization to deceive victims, yet still designed, maintained, or improved the system, that person could potentially be treated as an aider and abettor to fraud or money laundering.

    Depending on the engineer’s level of knowledge, involvement, and contribution to the criminal plan, prosecutors may even argue that the engineer should be treated as a joint principal rather than merely an accessory.

    In practice, professionals who knowingly provide essential technical support for criminal activity may have difficulty avoiding liability simply by arguing that they were “only hired to write software.”

    3. Practical Advice

     1. Stay Cautious When Dating Online

    ➡︎ In the digital world, what you see may not always be real—and what you hear may also be artificially generated.

    If someone you have never met, or have only met a few times, quickly begins asking for loans, expensive gifts, or participation in a specific investment or shopping platform, you should remain highly cautious.

    Do not transfer money or make large credit card payments merely because a relationship appears emotionally convincing.

     2. Verify Websites and Transaction Platforms

    ➡︎ In this case, victims reportedly purchased goods through fraudulent websites supplied by the scam organization.

    When shopping online, users should independently locate the official website rather than relying on links sent by another person.

    Avoid entering credit card details, bank information, or other sensitive financial information on unfamiliar or unofficial platforms.

     3. What to Do If You Suspect You Have Been Scammed

    ➡︎ If you realize that you may have been defrauded, immediately stop making further payments.

    Preserve all relevant evidence, including:

    ■ chat records;

    ■ payment and remittance records;

    ■ website links;

    ■ screenshots;

    ■ account information; and

    ■ other transaction records.

    Report the matter to the police as soon as possible.

    Victims should not delay reporting out of embarrassment. Early reporting may give investigators a better opportunity to freeze suspected accounts and improve the chances of recovering losses.
