In recent years, GLP-1 weight-loss injections such as Mounjaro and Wegovy, commonly referred to in Taiwan as “weight-loss pens” or “slimming injections,” have become increasingly popular.

Because these medications may be expensive or difficult to obtain in Taiwan, some people choose to purchase them overseas or bring them back while traveling abroad. Others may even purchase them on behalf of friends or family members.

However, many people do not realize that bringing prescription injections into Taiwan without proper authorization may lead to much more than confiscation at customs.

Depending on the circumstances, the conduct may result in substantial fines or even criminal prosecution under Taiwan’s Pharmaceutical Affairs Act.

This article explains the legal rules governing the importation of weight-loss injections and the risks of purchasing or carrying them into Taiwan for others.

1 Why Can Weight-Loss Injections Be Treated as Prohibited Drugs?

In Taiwan, the importation and distribution of pharmaceutical products are strictly regulated under the Pharmaceutical Affairs Act.

Under Article 22, Paragraph 1, Subparagraph 2 of the Pharmaceutical Affairs Act, drugs imported without the required approval may be classified as prohibited drugs.

This means that prescription medications such as Mounjaro or Wegovy generally cannot be brought into Taiwan without complying with the applicable import requirements.

➡︎ Taipei Customs has also reminded travelers that injectable products marketed as “weight-loss injections,” “weight-loss pens,” or similar products may be subject to the Pharmaceutical Affairs Act.

Where the required approval has not been obtained and the medication does not fall within a lawful personal-use exception, customs authorities may treat the importation as unlawful.

Whether the medication is intended for personal use or for another person may significantly affect the legal assessment.

    2. Serious Legal Consequences of Bringing Prohibited Drugs into Taiwan

Many travelers assume that carrying only a few boxes of medication will result, at most, in confiscation.

In fact, the legal consequences can be far more serious.

Under Article 82, Paragraph 1 of the Pharmaceutical Affairs Act, manufacturing or importing counterfeit or prohibited drugs may be punishable by imprisonment for up to ten years, and a fine of up to NT$100 million may also be imposed.

This is a criminal offense, not merely an administrative violation.

A recent customs case illustrates the potential consequences.

In December 2025, a flight attendant was reportedly found carrying a substantial quantity of Mounjaro injections into Taiwan without proper declaration.

The medications were seized, and the matter was referred to judicial authorities for investigation under the Pharmaceutical Affairs Act.

The case demonstrates that customs authorities may take unlawful importation of prescription drugs seriously, particularly where the quantity raises concerns beyond ordinary personal use.

The legal risks become even greater where a person knowingly purchases, transports, supplies, transfers, or resells prohibited drugs.

Under Article 83 of the Pharmaceutical Affairs Act, a person who knowingly sells, supplies, dispenses, transports, stores, brokers, transfers, or displays counterfeit or prohibited drugs with intent to sell may face imprisonment for up to seven years and a possible fine of up to NT$50 million.

➡︎ Accordingly, advertising “weight-loss injection purchasing services” on social media or privately reselling imported prescription injections may serious criminal exposure.

    3. Requirements for Legally Bringing Medication into Taiwan for Personal Use

Although the Pharmaceutical Affairs Act strictly regulates unauthorized drug imports, it also recognizes exceptions for travelers carrying medication for legitimate personal medical use.

Under the proviso to Article 22, Paragraph 1, Subparagraph 2 of the Pharmaceutical Affairs Act, medication carried by travelers or transportation personnel for personal use may fall outside the general prohibition, provided that the applicable requirements are satisfied.

     1. Prepare Medical Documentation

For prescription medication, travelers should carry supporting documents such as:

    ■ a medical prescription;

    ■ a physician’s certificate; or

    ■ other documentation showing that the medication is required for personal medical treatment.

Because weight-loss injections are prescription drugs, the absence of medical documentation may make it difficult to establish that the medication is genuinely intended for lawful personal use.

     2. Stay Within the Permitted Quantity

Where a traveler has a prescription or supporting medical documentation, the amount carried should generally not exceed the quantity stated in the prescription or medical certificate and may be subject to a maximum personal-use period.

Where no prescription is available, stricter quantity limits may apply.

Injectable prescription products may also receive closer scrutiny from customs authorities, so travelers should prepare complete supporting documentation before entering Taiwan.

     3. Declare the Medication When Required

Declaration at customs is one of the most important issues.

Where medication is subject to declaration requirements or exceeds ordinary personal-use limits, travelers should use the Red Channel and complete the appropriate customs declaration procedures.

Failing to declare medication and instead proceeding through the Green Channel may result in seizure and further legal consequences if customs officers later determine that the medication was required to be declared.
